They are of two types first they who do the main jobs of the constitution and cabinet and second the people who give in their resignation when a bye law is passed against them.
इनके दो प्रकार है प्रथम वे जो संसद तथा मंत्रिपरिषद के मध्य संयोजन का कार्य करती है यथा अविश्वास प्रस्ताव पारित होने पर परिषद का त्यागपत्र दे देना
Like this the constitution is like a living body but is not a complete description.without change there cannot be any development. In that tradition bye laws of the constitution play an important role in influencing the government.
इस तरह संविधान एक जीवित शरीर तो है परंतु पूर्ण वर्णन नही है इस वर्णन मे बिना संशोधन लाये परिवर्तन भी नहीं हो सकता है वही पंरपराए संविधान के प्रावधानॉ की तरह वैधानिक नहीं होती वे सरकार के संचालन में स्नेहक का कार्य करते है तथा सरकार का प्रभावी संचालन करने मे सहायक है
